Government College, Barotiwala established its Rovers and Rangers unit during the academic year of 2015-16. Currently, the college has one Rover unit and one Ranger unit.

The Principles of the unit are as follows:
(1) Duty to self
(2) Duty to God
(3) Duty to Country/Others.

The goal of the Movement is to help young people grow and reach their full potential in body, mind, social skills, and spiritual well-being. This includes becoming responsible members of society and making positive contributions to local and global communities.

During the academic session of 2023-24, the Rovers & Rangers unit of the college organized a large-scale tree plantation drive. On this occasion, members of the unit planted over 60 plants of various species in college campus.
